Is there a way to transfer all the Jiras of one user to another User?

an employee recently changed email adress and now has a new email adress and we would like to transfer all the Jisra assigned to  him towards the new adress.

Is it makeable???

I'm confused.

If all they did was change their email address they can change that in Jira https://confluence.atlassian.com/cloudkb/change-atlassian-account-email-addresses-969508513.html 

If they have a NEW id in the system, create a filter that has th old id as the assignee and use the bulk change option to assign the issues to the new id.
