If so, how do you manage the stories? Currently, work is slow as year-end approaches and a lot of our business units are out on vacation.

In my understanding, PI planning is a planning event where you get together with your teams to make decisions on what you are going to prioritize for the next quarter. Taking a look into the previous quarter and making an informed decision on what should happen with items that were not delivered, is part of that event.
While you are not asking this explicitly, I believe you should not automatically add the items into the next PI, but communicate the delay and make a decision - together - on what to do with these overdue items.
