Should we close sub task before closing user story ?
Logically it certainly makes sense and what I would do. That said, unless you configure restrictions Jira won’t prevent closing story first.

Yes, I think subtasks are specific engineering practices that are split from the story, such as coding, testing, integration, design, and so on.As long as all sub-task is completed, and the story is expected to reach completion criteria defined circumstances, it can be closed.
