In Jira Cloud, while there isn’t a "Scheme" for automations in the exact same way there is for screens or issue types, you can definitely achieve cross-project automation without recreating rules manually.
Here are the best ways to handle this in company-managed projects:
1. Global Automations (The "Scheme" Equivalent)
If you are a Jira Administrator, you can create a single rule that applies to multiple projects. This is the closest equivalent to a scheme.
How to do it: 1. Go to System > Automation > Global Automation.
2. Create your rule.
3. In the Rule details tab, look for the Scope setting.
4. Change the scope from "Single project" to "Multiple projects" and select the specific spaces, or choose "All projects".
The Benefit: If you update the logic in this one global rule, the change instantly reflects across every project in its scope.
2. Labels for Dynamic Scoping
To make your "scheme" even more flexible, you can use Project Labels.
You can set the scope of a Global Rule to apply to all projects that share a specific label. This allows you to "enroll" a new company-managed space into your automation "scheme" simply by tagging the project settings with a label, rather than editing the rule itself.
3. Copying Rules (The Manual Way)
If you want the projects to have similar but independent rules:
You can go to any project's automation settings, click Library, and you’ll see an option to Copy existing rules from other projects.
Note: Unlike global rules, if you change the "original," the copies will not update automatically.
⚠️ Important Quota Note
Keep in mind that for Standard Plan users, Global and Multi-project rules share a monthly execution limit (usually 1,700 per month). If you are on a Premium or Enterprise plan, these limits are much higher (pooled at 1,000 per user/month).

not via a scheme like issue types or screens, no.
But yes, in Jira Cloud you can handle this with multi-project or global automation rules, so one rule can cover several company-managed projects.
If you copy/export-import a rule, those become separate rules, not one centrally shared rule.
