Setup config won't move past Set Up Application properties

I have an issue with the setup page "Set up application properties". When I hit the submit button it doesn't continue. Just reloads the page. Any help would be great.

I suspect there is a problem with the setup so far where the application cannot continue. I would recommend looking into the $JIRAHOME/log/atlassian-jira.log to better understand if there are any errors happening there when you recreate this problem and/or when Jira is starting up.  Not all errors get shown in the web browser, but those logs will likely tell us more about why the setup is doing this.

I have seen setups get stuck when the database can't be created due to an incorrect jdbc driver or even insufficient database user credentials needed to create the necessary tables/structures.

What version of Jira is this?

What database type/version are you connecting Jira to?
