Set up JIRA

Malin Gustafsson April 16, 2025

HI,

I want to use this domain to

1. Set up a standard subscription.

2. Understand who my admin is

3. understand who my license holders are

The issue is. I was invited to JIRA by someone and I started to create projects. I now need to go to a standard subscription but I am not the admin. And the person who I think is the admin has left the company. I am not sure how to go about.

Hello @Malin Gustafsson

What type of subscription is the Jira instance currently using? Are you wanting to upgrade from Free to Standard, or downgrade from Premium to Standard?

There are multiple types of administrators for Atlassian Cloud products.

There are Organization Administrators who can see all the products (i.e. Jira, JSM, Confluence) subscribed to for a based URL and can manage site-wide settings like security and licensed users.

There are Product Administrators who have access to manage the configuration of the products. There may be Billing Administrators who have access to manage the billing information for the subscriptions. And there may be User Administrators who have access to manage user access to products.

Was the person you think was the admin a member of a company technical support team? If so, I recommend you start by reaching out to that team to find out if there were any other people specified as Admins. People can try accessing https://admin.atlassian.com to see if they have any access to the Atlassian Cloud Organization under which your site and products exist.

If the former admin used a personal email address to set up the subscription, and no other admins were specified, you must work with them directly to transfer ownership. For legal reasons Atlassian cannot transfer ownership of the subscription to another user except when the former admin used a company email and the company can prove it is a company-owned environment.

If the former admin set up the subscription by using an Atlassian Cloud account connected to a company-managed email address, the company technical support team could reactivate that email, reset the password, and give another person the credentials temporarily so that they can access the administration functions. The first thing they should then do is add at least 2 people as Organization Admins. There should always be at least 2 Organization Admins for situations like this where one separates from the company.

If there is no success in either finding another admin or reactivating the former admin's account, then a person in a position of authority can reach out to Atlassian to start the process of confirming the subscription is owned by the company and getting a current employee designated at the admin.

HI

The admin has our company email in it.

Can I otherwise start a new subscription and then the projects already created can be shared with me and then I just add who ever on my new licence ?

We are a large organisation with emails that is connected to that domain. But only our team wants JIRA atm until the enterprise model is in place. Does this work?

If you start a new Jira Product subscription you would have to specify a new base URL, and it would have no projects or data in it.

The original projects would still exist in the original Jira Product Subscription under the original base URL.

Starting a new Jira Product Subscription would not give you any additional administrative access in the original subscription.

It is not possible to "share" projects between Jira instance in any manner that gives you any higher level of administrative access to the data.

It is possible to move Jira data from one Jira Cloud Product Subscription to another, but you have to have Organization Admin access in both the source and destination Jira Products.

I would recommend against starting a new Jira Product Subscription. I would recommend that you work with your company's IT organization to work out the access issues with the original subscription, following the processes specified by your company for acquiring new software. Starting a new subscription may cause more headaches for your company's IT organization.

HI,

But I can still add payment details for a premium subscription, yet I don't have admin access to review billing etc.. Why is that?

And If I get admin access, can I just give a subscription to my team? And not a full organisation?

Apologies, I am just very confused of on how it is working.

My company has said, until the enterprise agreement I can procure my own instance.

Now my colleague invited me but it seems like I am on a URL which was created long time ago by a person who has left the company.

I can't answer that question because I don't know what sites or pages your accessing, what you are seeing, nor what access you have been granted.

And If I get admin access, can I just give a subscription to my team? And not a full organisation?

To answer that question I would have to know what type of subscription your company already has.

I think we might not be using the terminology in the same way which could be adding to the confusion.

Given that I am just another user of the Atlassian products I have no special access to view your company's Jira instance, Atlassian Cloud organization, or billing/licensing/subscription information.

I think you would be better served by working with your IT organization and/or Atlassian directly, as one or the other will have the necessary access to your company's information/subscription to review the setup and the access you have been granted.

They may even arrange a screen sharing session with you so that you can show them what you can access and ask for clarification.

You can reach out to Atlassian's Billing/Licensing support team through this web page.

Sorry, I did not see your last reply before posting mine.

My company has said, until the enterprise agreement I can procure my own instance.

You can start your own subscription by going to the Atlassian website.

https://www.atlassian.com/software/jira

Click the Get it free button.

You will be prompted to specify a site name that will become the base URL for your new Jira subscription. Jira (and Confluence and other) Cloud product subscriptions are grouped under Atlassian Cloud Organizations. When you sign up for a new subscription it will automatically create a new Cloud Organization into which that product subscription will be added.

You will automatically be given full administrator permissions for that Organization.

Your initial subscription to the product will be Free. If you want to keep a free subscription your functionality in the product will be limited and you will be limited to no more than 10 licensed users. Refer to:

https://www.atlassian.com/software/jira/pricing

https://support.atlassian.com/jira-cloud-administration/docs/what-is-the-free-jira-cloud-plan/

If you want more users or the fuller functionality you will need to upgrade to the Standard or Premium plan and provide billing information for the subscription.

Now my colleague invited me but it seems like I am on a URL which was created long time ago by a person who has left the company.

That gets back to needing to find the people who have Organization Admin, Product Admin, Billing Admin, and User Admin permissions for that Organization/Product.

If you are new to the Jira product you may want to avail yourself of the free, on-demand training available from the Community Learning area, linked at the top of the Community pages.

https://community.atlassian.com/learning

There you can find training on administering an Atlassian Cloud Organization, administering the Jira product and projects within it, and general Jira functionality (as well as training on other Atlassian products).
