Separation of Duties - Change Requests

In the Change module, is it possible to deny the Reporter and the Assignee the ability to progress the change through the workflow.

For example the person raising the Change and/or the assignee should not be allowed to approve it. It should ask for an alternate approver to validate?

Or in its simplest form, the reporter cannot be added as an approver
