Separate permissions for creating sprints and assigning issues to sprints?

We're looking to create a group of users who can assign issues to sprints, but have a separate group responsible for creating the sprints. In the permission scheme, I'm only seeing the "Manage Sprints" permission, so I'm assuming these actions all roll up into this permission. Is there any way to get more granular?
