Selective App access for certain users - possible?

I have made great use of third party apps within my Jira instance - they bring a large amount of value to the product.

My biggest challenge is cost. I have, for example, an app which gives very good management breakdown of tasks and progress. It is costing me an arm and a leg because it's assignedto all users (around 30).

In truth, I only need around 5 users to actually access this app.

Can this be changed?

Failing that, it's a case of me removing the app as I cannot afford it (and others) I am using.

Unfortunately the pricing works on the number of active users. What is that functionality you are looking for?

that is unfortunate and a strange model.

I have around 30 users, will grow to 50-60 by the end of the year.

A lot of the apps I want to use will be too expensive to justify because only 5 users will truely need them.

Ideally, apps/cost/user should be available.

perhaps have a floor of 5 users to make it worthwhile.
