Search for members in a group that have not been assigned to a custom field

Want to get a list of members in a group that have not been assigned to a custom field l, during a date range, to other issues in a project. 

Example Home Repair Issue
Issue: 123 Any Street

Members of the group: Inspectors

Custom Field: Roof Inspector - not sure best type of field, text, picker…

Need to use a date range for the issue in a given status. Maybe start date and due date for this status or custom start and end dates allowed for inspection? 

Want to see members of Inspectors not in Roof Inspector field within the selected date range. Would like to see it as a list or report. 

I am looking to see who is available to assign to this field. The issue which is an address is assigned to the Lead Inspector when is in Inspection status but each type of inspection needed at this status needs to be entered. I would like to manage availability within Jira, since that is where everything is tracked. 

It will eventually be applied to a paid for plan if I can find a solution. 

Is this even possible?

Any ideas, thoughts, help suggestions is appreciated. Thank you.

Can I get clarity on the need here?

• You have a group of Inspectors
• You have a field called "Roof Inspector" - which is not a user picker field?
• An inspection request is assigned to the Lead Inspector
• Each other inspector (including roof inspectors) needs to be "assigned" at the start of the work
• You need to check how many issues each inspector is assigned to in a given time period (start date, end date) - what is the time period you're checking?

Just on initial analysis it sounds like you could...

• Add "Roof Inspector" (any other inspector field) as a custom user picker field, so it's possible to check based on user's entered
• Create a dashboard and view the number of issues as either a list of jobs per user, or as a summary in a table. Each gadget could be a time period (this week, next week, this month, etc)
