Scripted transition of remotely linked issues - possible when users aren't the same between instances?

I've figured out how to transition issues within a single JIRA. But let's say I want a scripted post-function on an issue in one JIRA instance to trigger a workflow transition in a remotely linked issue in another JIRA instance. I think I can see how to do it if the users are the same between instances, but what if they aren't? Can I hard code a user in the other instance? Or do I have to have at least one user in both instances with the appropriate permissions? Any advice on where to start would be appreciated.
