DC-guy-goes-Cloud here, stumbling around in a Jira Premium trial.
This post regards screen config vs. work item layout. My angle is that of someone who needs to provide many projects in Jira that all look exactly alike.
Been here already: https://jira.atlassian.com/browse/JRACLOUD-71630 .Am aware of the copy layout functionality.
The most pressing question I have regards:
Offered fields in editing work item layout
1. What controls the fields that are offered in the list, right hand side of the edit work item layout page?
Project settings => Work items => Layout => Edit work item layout
There are numerous fields i've never heard of before (not a bad thing in itself), but certainly they are on no screens i configured. All these fields are locked in the field configuration... the only thing i can come up with is: Basically nothing controls it. It's the superset of all fields of the various apps that are already present besides Jira in the free plan?!
So, do I need to delete all these other apps, to have a sleeker list there?
Screen config and work item layout editing
There are fields offered in editing the layout of work items I have not included in my screen config. When I add one of those fields to any group box and save, Jira adds it automatically to the underlying screen, which is nice.
So my second questions is - more a bush of questions:
2. What is the official line for the screen config in Jira Cloud? Neglect completely, let Jira handle it? Use only if tabs are needed? Is use of tabs encouraged any more at all?

The fields offered in the Layout options are the fields available in the Field Configuration associated with the project, if it is a Company Managed project. If it is a Team Managed project, the rules are different.
Find project type by clicking the ... button next to the project name in the panel on the left.
I'm not sure what you are looking for when you say "the official line". Tabs can be used currently in Company Managed projects but not yet in Team Managed projects. Tabs can be set up only through the Screen configuration, not the Layout page.
Also, while there is not an Edit button and separate screen/dialog for editing issues, the View vs. Edit screen can still be used to help manage the ability to only see or see and edit field contents. That requires managing fields through screens rather than Layout.
