Say we want some users to ONLY be able to manipulate 2 of the 5 lanes on a board. Can we?

My board has 5 lanes. I want some general users have limited access and manipulation to the board. I want them to see the board but only be able to manipulate or move 2 boards when they are ready to. The other boards are for another group of users doing different things.

Hi Ann - Welcome to the Atlassian Community!

You can control which columns a card can be pulled to, more or less, by controlling which transitions in the workflow that a User can perform. 

That is done by putting conditions on each transition in the workflow.
