We configure SSO on every cloud app the org uses, and never have to claim a domain as specified in the documentation. Or Enterprise has several disparate instances of Jira across multiple departments, and there is no interest in consolidating these into a single instance due to data separation needs. There should be no need to claim a domain, as we are not using the domain in the URL or access, and it is not needed in the SAML or OAUTH claims process.

I don't have a good answer for you right off hand, but curious if there is a reason that it would be a problem for you to claim the domain?
doing so would likely lock any of our other instances from using SSO
