I am reaching out to see if there is an efficient way to report on what users are assign to what project.
It is extremely frustrating that there is no simple 'export users' button under Space Settings > Access, which I feel is quite a simple item that should be available.
Any help would be much appreciated, real-world experience would be great too, not just an AI generating reply please.

Even you are not a fan of third party app, please check what ARGON (Powerful JQL Search) can offer. Argon in Runs on Atlassian and now is for free on Marketplace. So security and pay issues solved ;)
Some combination of Argon function can help you in your case.
You can search and display a lot of function base on "user" or "author".

When you say you want to get a list of users "assigned" to projects, what does that mean to you?
User access to projects is based on multiple factors depending on the type of project and permission/access configuration of the project.
For example in a Company Managed project the Browse Projects permission could be allocated to "Any logged on user". Would you subsequently want a list of all licensed users?
Or do you want the list of users explicitly assigned to roles in the project?

There is no built-in report for this. If you are not open to third party apps then you would need to gather the information through use of the REST API.
Here is a link to a response from 2025 suggesting such a solution.
But what problem are you actually trying to solve? Getting a list of users assigned to roles for a project does not necessarily mean they have access to the project. That would depend on the access/permissions configuration for the project.

One thing you could do going forward is to create groups in Jira, e.g. Project1-Admin, Project1-Developer, Project2-Lead, etc., and assign relevant users to each group.
You can then assign the group to different roles / projects.
After doing that all you have to do is ask an org admin for a csv download of group members.
(At the moment you can also use the user list macro in Confluence to list out members of a group although this is going to be deprecated soon.)
This method also allows control over who is able to access each project to be at an org admin level rather than a project admin level where that level of security is needed.
