When running the initial database setup on Jira 6.1.2 on Windows Server 2008 R2 Enterprise with SP1, this error appears when doing either a default database setup or a remote database setup:

Referer URL: http://localhost:8080/secure/SetupDatabase!default.jspa

java.lang.IllegalStateException: You cannot perform an import with an invalid validation result.

Please assist.

I am having the same issue setting up Jira on a Mac OS-X Server with MySQL on Tomcat 7. Clean install of everything, have included extra JARs, set jire.home, created new jira database in MySQL... Any clues as to what may be the problem?

The issue was due to an on-demand antivirus scanner. After temporarily disabling the scanner the setup completed without issue.
