Rights to create a ticket based on type.
-> Operational Team - Incidents, Problem, SR
-> QA Team - Defects
-> BA Team - Change Request
The users in Operational Team should not view the issue type defects and change request while creating the issue itself

Unfortunately, it is not possible to set project permissions (Create issues, edit issues, etc.) per issue types. We have already requested this ability with our development team before, however, they decided not to implement it since it would add more complexity and backload to the application:
Provide the ability for permission schemes to be configured per issue type
That being said, you can use one of the following options to achieve your need:
