'Road Map', 'Change Log ', and 'Versions' Project Tabs Are Not Visible

I only see them in a couple of our projects, most of them don't. Following this link, I do see we are using JIRA 5.2 and have the Project Panel Plugin enabled. https://confluence.atlassian.com/display/JIRA052/%27Road+Map%27,+%27Change+Log+%27,+and+%27Versions%27+Project+Tabs+Are+Not+Visible

Anywhere else I shall check?

The tabs only appear when they have something to display - have your projects actually got versions set up and in use?

That's right, these projects has no versions defined, not because the Fix Version field is hidden as the doc says.
