I want to create a Rich filter with a custom Jira filter but it only allows me to choose from the existing Jira filters.
Am I lacking rights for this or misunderstanding something?

It seems like the addon allows you to build filtering on top of existing filters in Jira so yes, you need firstly to create a filter in Jira and then turn to the addon to pick that up and enrich it further.
You can also use an already existing filter in Jira (not created by you).
