Retention Period of Logs in Jira Cloud

What is the Maximum period of Jira Cloud Logs can be retained. 

Is it possible to retain for 3 years without any plugins or extraction ?

Are you asking about Audit Logs? If so, those can be retained for up to 6 months.

Can we transfer those logs to On-prem ELK?

You can export the logs as a .csv file. If there is a way to import a .csv into ELK you'd be able to.
