Jira doesn't natively do this. Atlassian refers to this as "field level security." There are a number of 3rd party Apps that can do this, so you will need to make use of one of those.
Yeah. You will need to install a 3rd party App in order to get this functionality. I'd recommend testing some of them out using an evaluation license first. Do this on a development system, and not on your live production instance. Once you find which one does what you need, you like best, etc, then order the license.
