I am using jira (cloud) - standard version and trying to provide an access to one of our client for a team managed project. I did the following steps -
1. Created a group called "External Users" and added the external user in this group.
2. In the team managed project, I have made the project access as private
3. Added the external user to the project and provided viewer role.
*No other group has been assigned to this external user in jira
The above ensured that the external user will be able to see only the team managed project which he has access to.
But, when the external user logs in to the system, he is able to view the options like "Default Dashboard, Teams, Apps, Goals" on the navigation menu. Is there a way these navigation menu are disabled for the user and only the project access is there?

What you did assures that the users can see the project you modified. It has no impact on whether or not they can see other projects. The ability to see other projects is governed by the permissions applied to the other projects.
If you have other Team Managed projects that have their Access set to Open or Limited, the "external" users will be able to see those, as those settings make the projects visible to all users of your Jira instance, as per

If you have Company Managed projects, each of those uses a Permission Scheme. In such schemes the Browse Projects permission is what makes the project visible to a user. You would need to review the Browse Projects permission in each of those schemes and ensure it is not granted to Public, Product Access, or Any Logged In User. You would also have to ensure that if the permission is granted to any Project Role or User Group that the "external" users are not members of those.

I have all other projects as private (mostly we use team managed projects), so the external user will only be seeing the project which he has access to.
But, my concern is that the external user is able to view the options like "Default Dashboard, Teams, Apps, Goals" on the navigation menu. As he is external to our company, we do not want default dashboard, team members to be visible to him.
How can we hide these sections from the navigation menu?

To the best of my knowledge there are no options available to change which of those primary menus are displayed or hidden.
You could open a support ticket directly with Atlassian to find out definitively.
