I'm trying to restrict global field changes to some project administrators. We have a lot of jira projects, and some of the fields are used by multiple projects. I would like to restrict the ability to edit this fields to some(not all) project administrators.
I was thinking of creating a separate group for project administrators that would have access to do this in order to add project admins as needed, but I'm not sure how to actually implement this. Any ideas would be appreciated. thanks.

There is a third party app that you can use to enable Project Admins to modify shared selection list, checkboxes, and radio button field types, if you are open to using a third party app.
Note that would enable all Project Administrators to manage the fields. It does not support giving the access to only some Project Admins. But it leverages the Context settings for fields, so you could configure it to allow the Project Admins to manage the options for a Context for the field that applies to only their project. And you can specify which fields Project Admins (as a total group) can manage, so you can keep some fields locked down.

No, you are not able to do that. There is no hierarchy per se within Jira Admins. Everyone has the same permissions.
