I did not find my answer on another subject or in the official documentation, so I allow myself to create a new one.
Is it possible, and if so how?
I want it to be just administrators who can create epic. Other users only have the right to create tasks and subtasks, story and bug. I started studying Jira's permission but when I test it it does not work. If you have an idea let me know

Not out of the box. You would need a plugin or scripting. JIRA doesn't support issue type or field security.
For the moment I make a mandatory field in read only
for the no administrator by a script.
Its work good.
