We have a user that needs to perform most of the administration functions (like configuring issues, screens, fields, workflows). We need to limit that user to a specific project. He may not have those administration functions for other projects.
How do we do that?

In the permission settings for the project, you can enable Extended Project Administration permission. This allows project admins to do the following.
Gives the project administrator the ability to edit workflows and screens under certain conditions.
Restrictions for editing the project's workflows

Sorry, I forgot to mention that we are using Jira v6.4.14.
I cannot find the option to enable Extended Project Administration. Any idea if it exists in our version of Jira?

If you take a look at this article, it looks like it was released in 7.3. You would need to update to get this feature. Unfortunately, there is no other solution for what you want to do. They would need full admin permission if you cant update.
