I am on the hunt for a new tool that I want to use in Jira for the following:
Both Cloud or Server versions will do.
I've looked into BigPicture but I want to find another alternative.

Activity Timeline does not limit you to fixed release cycle periods. The whole planning happens on an infinite timeline (not bound to a specific period). So, you can see capacity per person or team based on days, weeks, months or quarter periods.

Indeed, BigPicture/BigPicture Enterprise may meet some of your needs.
You can look at Tempo Planner as well that will help you on the capacity planning.
Both have restriction and advantages, that you will have to compare based on your exigence I guess.
Keep in mind that it is not so easy to have several plugin with overlaped scope for the final users.

Bigpictue would have been my first choice.
The best way to find out is to go to the marketplace and try the free trials yourself and contact the vendors for demos.
Based on your requirements, you may have to use various plugins to meet all your needs.
Advanced roadmaps also could do the work, but you need to be in the premium cloud license or data center to have it out of the box.
