Does anyone know a good resource management or workload (availability of team members) overview plugin for Jira?
I would like to get a spreadsheet with Team Members / Groups on the y-Axis and the time (filterable, adjustable range) on the x-Axis. The Projects/Tasks should be visible as gant or as timelines (phases as seperate boxes) in order to see which projects are assigned to which team members and which team members still have free time / ressources.
The difference to a simple gantt chart is that we are talking about different projects not a single projects in order to schedule project managers and/or groups. the idea of designing a project called "overall duties" with company projects as subtasks. the view is more a gantt for ressources than for tasks.
Best would be also the possibility to assing team members to projects "part time" which means that some projects only consumes e.g. 30% of the time of a team member. Thus, there is a need to assign more than one projects to a team member for a certain time.
Also, this could be used as a planning tool for a kind of project portfolio management....

ActivityTimeline add-on for both JIRA Cloud and JIRA Server does exactly what Martin asked for (resource and workload management).

Build a custom template for the Better Excel Plugin.
We're just working on an XLS template with a similar use case like yours. It has some frozen columns in the left-side (issue key, summary, etc.), plus a scrollable timeline view in the right. The timeline is actually a series of columns, each representing a (work) day. The data cells are color-coded based on the assignee, resulting in a nice visual map for resource planning.
(I will post a screenshot later if there is interest.)

@Midori this sounds like exactly what my team could use. How did it wor out for your team? COuld you and I connect to do a demo of it? Or perhaps do you have this template available for others to use please?

So, this Excel template was developed for a specific use case and for a specific customer. It was delivered about 4 year ago, and we managed to meet the expectations: some columns with issue fields in the left, plus "timeline bars" implemented with colored cells in the right.
Customer was happy, but he didn't allow to use his template as demonstration material, sorry.
But, to answer your question, it is absolutely possible with the Better Excel Exporter app.

Have a look at the Tempo plug-in. I am looking at this myself currently to solve a similar issue.

I have already used this plugin. I think that it is a good solution for resource planning because it is simple,effective and cheap when compared to other options in the market.

I would recommend a new app in the marketplace TeamBoard Team Resource for Team management and TeamBoard Project Resource for projects and program, it has morden design and rich features. You can also request new features and the team react quickly.

It adds capacitive perspectives, no issues are needed to define on which project someone is working on. It is made for having an easy overview of the resources working on your projects.You can quickly see when a team member or co-worker has conflicting assignments on several projects. The Team Timeline in Tempo Planner is designed to enable you to plan different projects on team members or schedule iterations on the entire team. It gives you visibility of team member availability as well as computing the capacity of the team.

your requirement is fairly custom, so there is probably no plugin that provides exactly this output out of the box. if you have no problem to build something on your own, you could use this report as a starting point.
this visualization is generated from JIRA issues using a very simple Groovy script (see the tutorial) and the JIRA PDF View Plugin.

Have a look at what Tempo has to offer for project managers http://www.tempoplugin.com/tempo-for-project-managers, it does support resource planning as wall as time tracking. This combination allows you to see wheter people are working as scheduled.

the tempo plugin seems more to be a kind of time tracking for employees. is there a resource utilisation forecast within this tool? i don't think so.
