We are planning on setting up 12 separate concurrent Agile projects in Jira using a central pool of dozens of Teammates (ie. SW Engineers, Developers, System Engineers, etc) and I need the ability to assign Teammates who have specialized skill sets (ie. Database, Analytics, Comms, etc.).
I am a PM who in very new to Jira and would like to make the case that we can do Resource Management in Jira to some smart level of detail.

That is a good question to ask, as in Agile world skills are important in delivering high-quality projects on time.
In our resource planning add-on, ActivityTimeline, we give users ability to assign Positions, Skills and Skill levels to your users:
Furthermore, it is then possible to create dynamic teams based on users' skills and these teams will be automatically updated based on skills you assign to your users.
What's also cool, you can then quick-search for needed skills while you're planning and ActivityTimeline will be suggesting users that have skills you're looking for:

Without enough detail on how you configured your projects in Jira, I can't help with Jira project configuration suggestions.
