Hello everyone - 

Any support on the below would be greatly appreciated.

We are needing to complete some user audits.

I am wondering if there is a way that we can report on what users are assigned to each project? If not, can you recommend the best way we can do this?

If a user is assigned to multiple groups, and in 3 of these groups there is a 'Jira Premium' license can you confirm that they only use 1 license, not 3?

Is there an easy way to tell if a user has NEVER used Jira before, even if they have a Jira Premium license assigned (looking to clean up)

Hello, Good day, Single user will consume only one user license and adding users to multiple user groups will not affect it.

You can export the users from admin.atlassian.com.

This report will have user's last seen option as well

Additionally from admin.atlassian.com you can find the specific users project role

Hi Joshua,

Great questions — these are very common challenges when managing user audits in Jira Cloud. Let’s break it down 👇

✅ 1. Reporting on users per project

There’s no built-in report that lists all users per project directly, but you can:

  • Go to Jira Settings → Projects → People to view members for each project.
  • Or use the User Management → Groups → Export CSV option to get all users and their assigned groups.
    If you need a consolidated view, an app like “User Management for Jira Cloud” or “Admin Toolbox for Jira” can automate this export.

⚙️ 2. Users in multiple groups with licenses

Don’t worry — if a user belongs to several groups that all grant Jira access, they still consume only 1 license (not one per group).
Licensing is counted per unique user per product, not per group.

🧩 3. Identify inactive or never-used accounts

You can check activity under:
Admin → User Management → Products → Jira → Last active
This column shows when the user last logged in.

If a user has a Jira Premium license but never used Jira, they’ll show “Never logged in”.
You can safely remove them from access groups to free up licenses.
