Hello,
I am a Site admin and I need to remove the organization administration to an old user, but it seems impossible from the interface.
If I follow the procedure described here https://support.atlassian.com/user-management/docs/give-users-admin-permissions/ , it seems I need to have a verified domain to change the organization administration.
Any clue on how to do it without verifying the domain?

No, you do not have to have a verified domain in order to remove someone as org admin. If you are on the original admin console (see the KB you linked to) just go to Settings > Administrators. From here you can add and remove org admins.
