Releases/Versions Hiding, missing, or broke up with me and moved out

Those new to the Atlassian Community have posted less than three times. Give them a warm welcome!
I have read a ton of articles but can't find my issue. I have a Company-managed business projects and can not find releases in the tabbed project nav or in the left nav.
1. There is no option to add it to the left nav:
2. There is no options to add it to the project's tab nav
3. There is no feature section in my project settings
4. There is a versions section where i have successfully added a version, which is cool, I guess
5. There is no way to add fix version as a column in my list of work but I can add to all work?
6. Also, just for fun, every time I go to edit settings, it forgets my appearance selection and reverts me to light/white whatever. I submitted that as a bug, but geez this is a mess.
