When I add a related work item, the system defaults to 'is blocked by' instead of 'relates to' (which was the previous default)    How do I change the default back to "relates to"?

@Scott Liebman Welcome to the community!

As mentioned by @Izabela França  its ordered by alphabetically, but there is a workaround for this to show relates to as a first one.

For this you just need to edit the work item linked name and add 1 in front of that.

likewise, 1 Relates, dont alter Outward or Inward Description and after this changes the relates to should be show as by default.

Hello, @Scott Liebman ! Welcome to the Atlassian Community.

The "default" link type that appears is always the first one in the list of issue links. These links are ordered alphabetically by their name, unfortunately we can't choose a default one. If you want Relates to to be the first option, try renaming it (maybe putting a number in front of it) so that it comes first in the alphabetical order.
