Existing site allows all users to browse all projects.  we need to implement permissions which now restricts each project permissions to only those users necessary.  Is this possible, and how would this be accomplished?

Perhaps by default JIRA shouldn't allow to browse all projects to all users. Check your default permission scheme, you must have given browse permission to any Project Role or User group or custom field of type user, that applies to all users.

Check if browse permission is given to jira-users group to be specific.

OR some custom field of type user/people.

Most of us really wish it didn't default to "browse all projects".  At least, if it is going to do it, it should be a separate group from "can use application"

Hello,

You have to assign "browse projects" permission to a project role. Then in each project you grant this role only to groups and users who must be able to browse issues in the project.
