Recover deleted user and related data

Is there any way to recover a deleted user and all related data? It appears that an account for a recently terminated employee has been deleted rather than deactivated, and I am unable to run any reports that include this user's data.

No, the destruction of the data really is a full delete.

If you were on Server/DC, you could recreate the user and then modify certain bits of the database to point to the "new" account, but you do not have that option on Cloud.
