Recover Jira Administrator

I can't recover my admin when i attempt to start start-jira.bat it comes back saying the following: 

To run Jira in the foreground, start the server with start-jira.bat /fg
The syntax of the command is incorrect.

when i run it as it states it literally says that the syntax of the command is incorrect I am at a loss here and don't know how to fix it I need assistance asap we are attempting to patch for that new issue that came out

I had something configured in the setenv.bat file misconfigured it have corrected it !
