I understand that this is a recent Jira Cloud UX change where the Parent field no longer behaves like a “recently viewed issues” dropdown. And instead, it now expects user to search for an issue (by key or summary) instead of showing a history list. Will it be possible to have both functions turned on? Which means while user can search in the field, the dropdown can also show the recently viewed issues. It provides great efficiency for users especially to just easily click or select the ticket rather than type and search.

I'm not sure that I have seen the change you are describing. Can you provide a link to a reference document or a screen image showing the affect of the change in your system?

Here's the sample screenshot. You just go to the Parent field of a bug or a story. Can be existing issue or while creating a new ticket.

I am not aware of an option for users to change the functionality of that field, and I did not find a related change request in Atlassian's public backlog.
You could ask your Jira Admins to open a support ticket with Atlassian to ask about this. There may be something of which I am not aware.
