Recently, the 'Link Issue' option has disappeared from all issue types in our Jira Cloud instance. How can I re-enable it to allow manual linking of issues?

There's a global configuration activation/deactivation button for issue linking.
You can get there by navigating to Settings > Issues > Issue linking (note that this is only available to Jira administrators). From there you can activate or deactivate the issue linking on the whole site/instance).
One additional configuration option is on a project level, specifically Permission scheme, where you have particular permission for linking issues and you'll want to grant that permission to users for who you'd like to have rights to link different issues using existing link relations.

I'm running into the same (similar?) problem. Checked the items above and it should all be OK.,
I CAN link issues from the active sprint columns screen, using right mouse button menu.
BUT I cannot link issues from within the backlog or the issue view itself, this menu item or butten has disappeared.
Please fix this ASAP, or tell me how to get around this, as I really want to be able to link my issues BEFORE starting a sprint.

I'm writing here just to have it as a separate thread - are you using new or 'old' navigation? I've just checked the UI in new nav. While there have been minor changes, I can still link issues by navigating to issue view Add > Linked issue.
Can you maybe share a screenshot of your screen/experience?
