Hi, can we have acces to database of our instance and read differente tables and export the data that we want to our private server and run some analyze process with MS access for example? to who we need to ask about it?

In terms of Jira Cloud, there is no access to the data storage possible. If you would like to analyse the data you would need to query the Jira REST API. The documentation on this can be found here
There is also a python library if you want to script the access and parsing of the data.
