I have 17 tasks in a board. I want to set them as recurring task that will reoccur once a month. how should i do it?

Welcome to the Atlassian community.
Some of the third party apps that help you manage recurring tasks will remain free if you using the Free plan and remain at 10 users or less. Here are a couple:

You could also use an Automation Rule to recreate the tasks on a schedule.

However in the Free subscription you will be limited to 100 rule executions in a month for your entire Jira system. After you hit 100 executions no more rules will execute until the next month.

For Trigger, you can use Scheduled Trigger
Instead of Create Sub-task, use Create Issue to create your issues.
