How to make a custom field mandatory based on another field value on Jira Cloud

I want to make field1 of an issue mandatory to be filled if field2 is filled. And these fields are not associated with any status, these can be filled anytime during the transition of the issue

Any suggestions on how to implement that ?

That is not currently possible in Jira Cloud.
