RANK ticket by status and rank to bottom the flagged one

i want to RANK tickets by status and rank to bottom the flagged one in the same time, is that possible?

In a team-managed project, you can rank issues by drag and drop on the board, but you cannot add swimlanes as in a company-managed project.
