It has been afecting all spaces of my JIRA Cloud instance, our users are reporting that Quick filters suddently stopped to working.
In the past, once checked the quick filter setup persited as an personal configuration even after a page refresh or if you do a logout and login JIRA Instance.
Now, when a user checks enabling a quick filter it has applied properly, however if user change space and come back or if the page is refreshed, all the quick filter setup lost. It worst, the UI indicates that It is active even isn't.

I am not seeing this - everything is working fine. Maybe it is a browser issue? Try clearing cache, using Incognito or Private window mode. Or try a different browser.
Also, can you post a screenshot?
I can't replicate this as well.
I have tried multiple instances.
Might be an issue specific to your instance, are the JQL queries still correct for the quick filters?
Otherwise raise an issue with Atlassian Support
Also there is no reported issue on Atlassian Status
