Hi @진경수 ,

Welcome to the Community! Are you the Jira admin? Are other users experiencing the same issue? Were you able to create a project or plan before?  If don't mind me asking, what does the error say in English? Thanks!

안녕하세요. 
저는 Jira 관리자입니다. 
프로젝트를 만들 때 "최상위 계획" 템플릿으로 만들면 프로젝트가 생성되지 않습니다. 

다른 템플릿으로는 프로젝트가 생성이 됩니다. 

해당 오류 확인 부탁드립니다.
