My team works across multiple project boards. I'd like to streamline some efforts by bulk importing issues. I can easily do this in 'external system import' by selecting project is 'defined in CSV' and then including the relevant project fields to be mapped.
However my team without admin access are unable to do this through the usual import plug in, instead they can only select individual projects before uploading the CSV. Is there are way I can change the settings so that non-admin can access the 'defined in CSV' option through the bulk import plug in?

No. Bulk import of large amounts of issues across multiple projects is restricted to Jira Administrators only.
Consider it like this: configuration across multiple projects may be complex and different for many reasons; pulling in a lot of data from an external source may not only create issues, but even add new users, create new custom fields or ruin linked information if you don't know what you are doing. Restricting this type of mass updates to people aware of the possible consequences is generally considered to be a good thing.
It may also be a good idea to look into why your are considering to make bulk imports of issues part of your regular processes (it seems like that is the case here). Importing a set of issues from csv occasionally may be very useful, but the process is error prone and not very easy to get right. Once you're Jira is properly up and running, why don't your users create their work directly in the tool?
In case you need to pull in data from other systems, it may be a good idea to look at more solid integration options to do this, so you gain time and get more control over the process.
