One of my SW engineers created a team-managed project in Jira. I was added as the leader after issues were entered, but I cannot see the Project Settings cog in the project sidebar. Relatedly, I can't add a column on the Board for "Blocked." Any advice?

Those settings will be available only if an existing Administrator of the project gave you the role of Administrator when you were added to the project. You will need to check with the current Administrators of the project to find out if that has been done.
Thanks @Trudy Claspill . That appears to be the root cause. Before I approach the Admin., do you know I can retroactively get access to Project Settings?

I'm not sure I understand the context when you ask about retroactively getting access to Project Settings. If you are assigned to the Administrator role in the project, then you have access to Project Settings. There is nothing that is date-based in that access.
