This is an interesting topiic that doesn't really have a best answer

However, overall roles are subjective in that it is up to a company to determine their needs
The best advice for most Jira schemes to give would be for the Jira Admin of your company to put together a stakeholder call or change advisory board, meet with them, determine what they want Jira to be able to do then build that out. When you build that out from the Admin side you want to keep it as general as possible while still fitting people's individual needs.
This is an overall generalization of a complex system. If no one in your company has already I would recommend doing the Atlassian Admin trainings as they can sum up a lot of overall best practices much better than a short answer to community questions. Atlassian schemes and permissions are one of many very complex topics.
