I am part of a non-profit Search-and-Rescue team. We recently started using Jira for management of our tasks within the past year or so. Most of the tasks are maintenance related which typically come from inspections done with the assistance of a checklist. Is there a way with any Atlassian product to have it so when an issue is noted on the checklist, it automatically creates a ticket in Jira?

This is not automatic but you could use the csv importer as described here, and run the procedure for the new entries regularly:
