Hi, my Product has been deactivated but I did not cancel it. I cannot reactivate it and I was using free plan. please advise. 

Product has been deactivated

Your Atlassian Cloud product subscription has been deactivated due to cancellation, and the data will be permanently deleted soon.
Please contact us if you need assistance.
Also I want to reuse my url.

Like suggested you should raise a request to Atlassian support.

It may have been deactivated due to inactivity.
