Problems adding user to jira

Those new to the Atlassian Community have posted less than three times. Give them a warm welcome!
I'm trying to add a user to jira, but when I try to add I get the message that it was not possible to send the invitation.
But when I go to the directory it says that the user has access to the products, but I can't add him to any groups.
