I am an admin of a Confluenc and JIRA enviroment, and often I run into people not receiving their activation e-mail. Deleting the account and re-creating it does not help, resend option does not help. I have tried multiple options.

Not sure if your instance is Cloud or Server;
For Cloud I would suggest raising a support case via https://support.atlassian.com, so Atlassian support can get all of the details of the users and instance. They should be able to search through the appropriate logs to see where the issue may lie.
For Server, you should check your email server logs to see what is happening to the registration emails. Verify if there is a white or black list in their email server. After that, request the affected users try to go through the password reset process from the login page.
